In 1966, HGEA established the Charles R. Kendall Scholarship and Education Fund to honor the late Charles
R. Kendall, who dedicated his life to the improvement of public employees throughout the state of Hawaii.
HGEA continues his efforts by providing educational benefits to members and their immediate families.
So far, HGEA has given more than 1,660 awards to deserving individuals.

Charles R. Kendall Scholarship
Eligibility: Awards are available to members and their dependents who are attending or plan to attend
a college, university, vocational, trade school or other post-high school study on a full-time basis.
Criteria: 1) Financial need, 2) Academic ability, 3) Personal letter, 4) Recommendations
Deadlines: Applications are available in November. Deadline is in February.
Application process: Applicants are pooled into two groups – 1) Those attending a university/college,
and 2) Those attending a community college/vocational school/trade school. Each group is ranked separately
and scholarships are awarded to each group. Click

Award amount: $1,000 and $2,000 scholarships
HGEA Member Awards
Eligibility: Awards are available to members who have been in good standing for at least one year. Members
can receive up to two awards. (You are not eligible if you received the AFSCME Family Scholarship or
the Charles R. Kendall Scholarship.)
Criteria: Education classes/seminars shall be job-related, related to occupational development, or for
persons attending school on a less than full-time basis.
Deadlines: Applications are available year-round. Subject to available funding.
Application process: After you have successfully completed the course, submit completed application
with all required documents attached. Click

Award amount: Each award is not to exceed $100.
AFSCME Family Scholarship
Eligibility: Awards are available for graduating high school seniors whose parent/legal guardian is
an AFSCME member. They must be enrolled in a full-time degree program at an accredited four-year institution
(or a two-year institution that will transfer credits to a four-year institution) and have taken the
SAT or ACT.
Criteria: The Scholarship Selection Committee will examine the application form, essay, transcript,
ACT or SAT results, as well as consider any recommendations or other evidence of the applicant’s
character and abilities. For complete details, see application form.
Deadlines: Applications are available in August. Deadline is December 31 (must be postmarked by date).
Winners will be announced by March 31.
Application process: Applications can be downloaded at
www.afscme.org or can be requested via email (education@afscme.org).
Award amount: $2,000 scholarship – will be renewed each year for a maximum of four years, provided
the student remains enrolled in a full-time degree program at an accredited institution. Scholarship
may be used for any field of study.
